My thoughts are that if they were able to find a site suitable enough to build a complex on (at around 20,000 feet pressure height) they might just be able to solve quite a few problems in relation to overall operating costs for most of their prisoners. However, it's clear that there just isn't enough higher ground to build on.

The seriousness of the crime and the length of the statute of limitations really shouldn't have anything to do with each other. The limitation exists to protect all of us. It is difficult to defend yourself against a false accusation from so long ago because you won't be able to remember where you were, establish an alibi, or obtain any security video. Also, any memories from that time will be highly distorted and should not be relied on. Me and my brother sometimes talk about events from our childhood and find that we remember it totally differently.

The seriousness of the crime and the length of the statute of limitations really shouldn't have anything to do with each other. The limitation exists to protect all of us. It is difficult to defend yourself against a false accusation from so long ago because you won't be able to remember where you were, establish an alibi, or obtain any security video. Also, any memories from that time will be highly distorted and should not be relied on. Me and my brother sometimes talk about events from our childhood and find that we remember it totally differently.
