The logical backup file does not contain a 'CREATE DATABASE' statement. The logical backup file for a single database (from pg_dump) only contains the DDL to create objects INSIDE the database. So, before restoring the database, an empty one must be created.

Good question Peter. No, the Enterprise DB installer of PostgreSQL that I used in this video does not add any additional features. However, EnterpriseDB does offer products based on PostgreSQL that do have additional features.
What if you have several databases and each of them is in a different directory, default tablespace and file system? What restore options would you use? Especially if you do not want to change the current data directories for each tablespace/database with the upgrade.
