Because of the distance and speed, the further away you are the slower it looks, like if you watch a plane from the surface taking off/landing it looks really fast, but if you see a plane that is flying really high it looks slower even tho at that height it flies even faster than the one landing/taking off. Also ISS is speed is 28,000 km/h or 17,500 mph, but even the fastest hurricanes are reaching no more than 310 kmh / 190mph which is nothing compared to ISS so again imagine you are in a landing plane and you watch cars on a highway driving 120 kmh / 75mph from your perspective it will look much slower than if you are on the ground close to them.
Why clouds are not moving?? Only the hole picture with the land! Clouds are changing every minute from earth! So for me it looks like very nice graphics.

ISS travels at 27000km/h, clouds move at best at 50-70km/h, you won't see any movement in that short time which ISS is at given place.
