1- book online appointment with HEC (you may get next day appointment) 2-book urgent appointment (fee will be high, I paid 5000PKR for urgent appointment 2 yrs ago) 3- go there and your transcript will be attested in a single day i did this process 2 years ago, and as per my info still its done like this
Degrees and Transcripts are always attested by HEC, and 'after HEC attestation' you may attest from MOFA (Ministry of foreign Affairs). MOFA attestation is also done in a single day

Go to PEC and get your transcript attested in a day and post both documents to Tampere
