Harai is distinguished from ashi guruma and o-guruma by the placement of the hips. Harai involves placing your hip in the center of the uke's hips and then loading him up upon the hip rather like oki goshi and then assisting with a sweep of the leg. In ashi guruma, your hip is beside or outside uke's hips and the throw is done with a wheeling of uke over your leg. It's a subtle difference.
Harai is basically a hip throw, adding that little leg sweep at the end. This one is a leg throw where you're blocking your opponent's lower body movement as you're pulling his upper body to fall.

Look at the video (:06) the heel of the foot placement on the back of the knee, the hip to the out side. This is what makes it Ashi Guruma
