I dont think that Pope Francis will declare the 5th Marian Dogma. Hes too afraid of offending protestants.
If we have a choice between offending Protestants or our Blessed Mother/ Heaven… I choose to “offend” Protestants by teaching them the Truth about our Blessed Mother (of whom Luther himself had a devotion). Our Blessed Mother is the KEY to unlocking these old arguments.
