I don't know shit about this stuff, but wouldn't it be better to have some more clearance, rather than having it dropped so low?

not always, raising your centre of mass higher can make the vehicle unstable on difficult terrain like this. Plus having the bags low might be better for allowing the suspension to flex into the holes rather than bouncing its way up the hill.
