He cannot press charges for a criminal offense if he is not the victim. The victim has to come forward if they want to and even then they don’t have to. Many victims do not come forward. I work in investigations and we reach out to victims of crimes reported by others and most times they do not want to be apart of the investigation.

I am completely neutral here. One of the first things I learned, as a minister, is that you don't fight YOUR battles from the pulpit. If you have a problem with other ministers, etc., go to them. God's word instructs.that if a man has ought with another man, he should confront that man.
