- On December 10, 2023, at approximately 8:04 AM, an FHP trooper was traveling southbound on US-1 at mile marker 36 when he observed a grey Chevrolet Suburban traveling at a high rate of speed northbound in the southbound lanes, exhibiting reckless driving. This led the trooper to initiate a traffic stop, but the vehicle continued to drive at a high speed and in a reckless manner. This is the dashcam footage of the events that followed.

IF THERE EVER IS AN EXAMPLE FOR THE NEED OF “THE GRAPPLER” IT’S THIS RIDICULOUSLY LONG AND EXTREMELY DANGEROUS CHASE‼️
I don’t think the grappler can be used at ANY speed. I tried to find a maximum speed on the internet but couldn’t. It is meant to stop high speed pursuits, but how high. It will also take years for law enforcement agencies to get the funding for these and then train officers in their use. I seems like most the agencies that have them are Arizona, where the inventor lives.

I was wondering what her end game plan was. It would have been funny if this went on longer and she eventually drove home, pulled into her driveway, and then tried to declare herself 'safe'. The other option I was thinking was maybe if she could get a good lead, she might turn off the main highway and try to use side streets to turn around and get back on the highway heading back out towards mainland.. because I really doubt she had a getaway boat lined up and waiting for her.
@@kirikayumura6015Uhm, she was going north. That is towards the mainland.

My wife and a good friend ran in that race. They saw the whole thing live. Well, you know what I mean. Freaked everyone out big time.
A Florida man/woman…
Yes I know she was from out of state but still appropriate.
A high-speed chase in the Florida Keys Sunday morning narrowly avoided becoming a tragedy as the woman barreling up U.S. 1 in an SUV passed hundreds of runners competing in a half marathon on the side of the two-lane highway, according to the Florida Highway Patrol.
As 41-year-old Courtney West Epps sped past the runners in her Chevrolet Suburban SUV, bits of tires flew off the wheels’ rims because Monroe County sheriff’s deputies laid down spikes about 10 miles south. She drove through the spikes, refusing to stop for FHP troopers, who’d been chasing her for more than 30 miles, according to her arrest report.
I'm glad the police didn't give up and were able to catch her. Criminals need to be caught.
I guess at her age, she still hasn't learned a lesson.
She hopefully gets jail time!
From a news report:
While getting checked out at the hospital, troopers said Epps urinated on herself in the lobby while loudly singing gospel songs, and that she would alternate between sleeping, singing and talking to herself during treatment.
After initially agreeing to field sobriety tests, Epps refused, saying “God the father told her to stop,” according to her arrest form. She was taken to the Plantation Key Jail without any further incidents.
Epps faces several charges, including DUI and a felony charge for fleeing or eluding with disregard for safety of persons or property.

In the United States, attempted murder is an inchoate crime. A conviction for attempted murder requires a demonstration of an intent to murder, meaning that the perpetrator attempted to murder and failed (e.g. attempted to shoot the victim and missed or shot the victim and the victim survived).
😂 Shut up with that overused bs attempted murder bs.... Go back to looking at jailhouse law books
Apparently, the woman driving the Suburban has a lot of money.
It's really a shame if she gets away with her felonies by claiming insanity. The arresting troopers were convinced of her impairment being caused by drugs or alcohol.
The actual news story is still available, and offers some additional insight.
To me the way they was driving got me thinking this was gonna be a drug run up to Texas or Maryland
The defense can be whatever they want doesn't mean the judge or jury will buy into it. My bet is they will be serving some prison time.

Unfortunately when it comes to city vs country police Arkansas doesn't have the amount of traffic so they can quick literally pit where ever as needed. Plus fhp and almost all other states police agency do not have the same rules and regulations for put maneuver. Fhp can only pit if they feel it starts to get dangerous which takes so long every time.

@Quietstorm_ATL well the video is proof they didn't so apparently it wasn't dangerous enough or they didn't get pit clearance until that time
Almost every chase I watch the perpetrators put on their hazards. Utterly baffling
Cause some people are dumb enough to think the blinking hazard lights is an emergency vehicle and will move over.
I was told the police can activate the fleeing car's hazard lights via Onstar... if the car is equipped with it.
Usually on star activates then eventually they shut to engine down. Not sure why in this case but I’m still watching.
I think she said God told her to do that. 😂
She was drunk beyond belief and sang gospel songs at hospital and urinated on herself while standing. A part of her mind put on the hazards and she did it without awareness.
Florida needs a mandatory 5 year sentence for fleeing and eluding a traffic stop.
Every State...........correction every country needs a 5 year minimum mandatory jail for fleeing and eluding. Give it 3/6 months and the only one's doing it will have likely murdered someone
The penalty is up to 5 years, among other penalties.
Or a pit policy
1st degree attempted murder for every vehicle passed, met, drove by at stop signs/red lights. And in this case everyone of those runners. Convictions to run consecutively. Load 4-6 up with 300-400 years you couldn't get someone to flee by holding a gun to their heads.
Every State does. Unfortunately, most States are stuck with a bunch of SPINELESS white shirts called the Justice System. Every flee should be an automatic Felony & in severely dangerous situations like this & many others should come with other Severe charges. Our Justice Systems suck, the majority of Criminal Defense Attorneys are disgusting & worthy of the famous "saying" about them that has been around for years about how they all have a reserved spot in a very HOT place. If it was only that easy to lock her up and throw away the key, it’s wild to see how many of those runners were in harm’s way…

Thank you for the beautiful view of this trip
I was watching the scenery more than the chase.
I haven't done Rt.1 since the 1970's- Miami to Key West many many times. Can't believe how much the scenery changed. So built up.
I wintered over in Marathon for several years ended 2016 w/ Hurricane damage to the area. So the boat got sold in Jax with no more trips south after that disaster..
I watched the whole chase as I kept a car in Marathon along with the boat so I traveled to Miami for the boat show every year along with numerous trips to Key West as visitors would always want to spend a day in Key West after fishing, swimming, kayaking etc....Over the years, we had MANY visitors to see if what we talked about was really that good, and it was.
I have had the pleasure of working with officers from the FHP on various Saudi charters and without question, the FHP is the premier law enforcement agency in the state of Flo-Ree-DUH. They're courteous, professional and quite helpful. I had three friends who were in that agency and they too were the best of the best. I was once stopped on the highway by a trooper that said I was speeding (as it turns out, I wasn't speeding at all) as I was driving a 1985 Cadillac limousine. I told the officer what was indicated on the speedometer that clearly wasn't the actual speed. The trooper suggested that we take the limo to a company he recommended to have it checked and if the speedometer was inaccurate, in court he'd dismiss the charges. We came to find out that the speedometer was FORTY PERCENT off, so when I went to court, I brought with me the documentation from the company the trooper recommended, showing that the speedometer was off at a high percentage and that trooper kept word telling the judge what he told me if it was found that the speedometer was off. That trooper in addition to being a gentleman, he was an HONEST gentleman who kept his word and I'm in debt to him and to the finest law enforcement agency bar none in Florida that he represented, the Florida Highway Patrol a great group of men and women who are not appreciated enough. Bravo to the FHP.
A call ahead to the Sherifs office in Marathon could have closed down the north end of the 7-mile bridge. No where to go with that end of the bridge closed off and the traffic all backed up. Way too risky to allow the drive to get into Marathon diving like that.
If she plowed into a stopped car on the bridge , then what?
I was saying the same. They could have stopped that pursuit by doing a rolling roadblock on one of the bridges as well. Well before they got to the runners.
I agree with you 100% that was ridiculous
This thing should have been shut down with a PIT way before it got this far out of hand. That’s on you FHP! There was no leadership taking control of this pursuit. This reaches the level of endangering public safety where any administrator would allow a PIT.
I was fearing for those runners too. But I think the speeds were too high for a PIT. She never let off the gas. How someone intoxicated could drive like that for so long before crashing is astounding. One of the most nerve wrenching pursuits I’ve seen here.
You don't PIT at that speed, that close to infrastructure (bridge or the large power poles), or that heavy of traffic. There was nowhere for the vehicle to spin out without causing major damage.

I would bet most of those runners couldn't even hear the sirens or the vehicles because they have those stupid earbuds in with music blasting. Then you have those that their time is more important than their lives, so they are not going to stop running no matter what. Then you have the drivers who paid of a rearview mirror and side mirrors and never use them. Lots of stupid in this vdeo.
Another tale of Stupid Is As Stupid Does.
Does not sound like a “healthy” type of exercise.

To put in perspective , the speed limit down to and back from the keys is 35-40 at most and very narrow 2 lanes most of the way.Thats why its crazy leaving during Hurricanes.
44 miles and nowhere to go for another 40. One road from Key West to Homestead.
IDK who's running the show in Troop E in the keys but that is ridiculous trooper started the 10-31 at the 39mm and nobody had spikes all the way past marathon?? Nuts especially with a marathon run going on. They should have shut it down and set spikes it's a miracle none of those pedestrian s were hit.... That wasn't worth it way to much risk to the public.
I'm a huge supporter of the F.H.P. but they got really lucky on that one.

There have been a LOT of chases in FL.
I remember there being a no chase policy, did that change? I love seeing FHP put in work! They do a great job
I remember police chases even back in the 1970's. Thing that I read changed, is that they no longer need to be after a felon, a DUI or reckless driver. Now, more reasons are permitted for a chase.
Also, I checked the driver so I could get a photo image. She's a hefty one that came from South Carolina. Florida has over 22 million people, so even 1 cop fleeing dirt bag per 10,000 is over 2,200 police chases. There should be lots more videos coming.
No chase policy? Fl? Naw any and everywhere here they will chase.. I know…. Legends been made since the mighty Crown Vic was on the road..
Changed under Desantis, they chase now under certain circumstances, AND they have a bunch of Scatpack Challengers a couple of HellCats and a few Mustang GTs to end them fast.
This should have been a prison sentence. There is no reason to put so many lives in danger driving like this.
I really appreciate your content Scooper!
I agree, Florida need to pass strict mandatory sentencing for fleeing and eluding. This chase put so many lives in jeopardy. The driver of that SUV should be severely punished. Of course you know who would have got blamed if someone would have been killed.
There is no one size fits all for every problem. The vast majority of criminals never even consider the consequences of their actions. Especially if they are under 25. That means not matter how long a sentence is, it will not end high speed chases.
Especially when someone has a Challenger Hellcat. They can out run most law enforcement vehicles. Even the Chargers. The only advantage law enforcement might have is better training, because I have seen the driver of the Challenger die because they can’t handle the speeds-he might not have died if he had had his seatbelt on, but he thought he was invincible. Anyone who buys a Challenger Hellcat (I think they go out of production this year or next.) has no intentions of pulling over and no threat of years in prison will stop them.
Should be a permanent revocation of driving privileges if convicted as well
@@josephpacelli3691 I understand the desire to revoke driving privileges, but how can anyone comply with that who needs to get to and from work, drop off or pick up kids at school - possibly for something urgent, etc. when there is NO public transportation available? Because of those necessities, the compliance for revoked licenses is low. A lot of things like groceries can be delivered at extra cost. Sure there is Uber, but that means waiting for the ride and having no idea what kind of vehicle will be picking you up. If the commute to your job is long, how much will it cost? It is possible to put a device on the car with a breathalyzer that prevents the car from starting. Not being able to drive puts a burden on other people. If you are a single parent, that could be a serious problem. If there a school bus available, that will remove one basic need for driving, but there can still be emergencies where you have to pick the child up. If a kid vomits at school, they want them OUT.
The purpose is public safety. A person who has gotten DUI tickets should obviously be stopped from driving some way when they are drunk. The rest of the time, they should be safe. Now, not every drunk driver drinks at night. There are numerous videos of people being completely plastered driving kids to school or at other times during the day.
The number one thing that can be done is mandating them to attend some prevention programs. Sometimes this programs work and sometimes they don’t and there are different kinds of prevention programs depending on where someone lives.
I was married to an alcoholic way back in the 1970s when none of this existed and the roads were MUCH more dangerous than they were before MADD started changing peoples attitude about drunk driving in the early 1980s. The MADD campaign cut drunk driving deaths in half! There was no way I could stop him from drunk driving if I wasn’t with him. He drove around with two cases of beer on ice in the bed of his pickup truck at all times. None of the fights made any difference. Or the letter he could read when he was sober. After about 4 years I decided to get a divorce because I was tired of having the possibility of him killing someone and/or himself hanging over my head. Somehow, he was still surprised when I told him I was getting a divorce.

Florida Highway Patrol troopers arrested 41-year-old Courtney Epps, of Taylors, South Carolina, after chasing her speeding vehicle up U.S. 1, authorities said.
According to her arrest report, she was first observed in a gray Chevy Suburban speeding while going north in the southbound lanes, ignoring troopers as they pursued her with their lights and sirens on.
Troopers said they tracked Epps’ speed between 90 and 120 mph as she traveled across the Seven Mile Bridge and in Marathon, and that she maintained that speed regardless of oncoming traffic, instead moving to the southbound lanes when driving around northbound vehicles.
There were two attempts made by deputies with the Monroe County Sheriff’s Office to stop Epps using spike strips. The second one, which was deployed at Mile Marker 71, was successful in spiking three tires, authorities said.
According to troopers, Epps continued on anyway, still traveling at a high rate of speed, eventually approaching hundreds of runners on the northbound shoulder of U.S. 1 who were participating in a half marathon.
The tires on Epps’ vehicle began falling off as she passed the runners, with two of the tires damaging two vehicles that were there to monitor the public, authorities said.
The vehicle eventually crashed into a construction site at Mile Marker 80, and it was there that Epps was taken into custody.
Epps had “extremely constricted pupils and did not respond to verbal or physical stimulation, only stared straight forward in silence,” according to her arrest report.
Epps faces several charges, including DUI and a felony charge for fleeing or eluding with disregard for safety of persons or property.

putting a watermark on publicly available police footage is stupid. You might not even have the legal right to do so. Does that agency know you put your own watermark on their footage?
You gonna rat him out?
if it was easy and worth my time yes.@@RLTtizME
@@RLTtizME i mean they do have a valid reason as this could count as claiming other people's content as your own
@@chris52209 I just asked if he was gonna rat him out. That's all sweetie.
@@RLTtizME and whats the issue with my answer?
Thank God he put this flashers on. Whew.
Should be automatic 5 years in prison.......
I say 1 year per mile, and no a/c or dessert!
Have to go to trial first and convicted.
How are you gonna run in that area? There’s nowhere to hide.
I’m wondering why they didn’t have the stop sticks ready when she came off the 7 mile bridge? That chase took way too long.
They did, thats why her tires were flat and falling apart but she kept driving.
My fiance was running in the marathon with the rest of those on the side of the road during the last 10 min of the video.
Yes exactly correct 👍👍
A-Police chase is very dangerous for the public, for the suspect, and even for the police itself.
B-The suspect is moving slightly at a higher speed before chased, but when police start chasing, the suspect increases its speed to its maximum capacity, so it becomes more dangerous when under pursuit than none at all
C-The suspect, when persuaded, violates traffic rules. The same violation of traffic rules is committed by the police when they follow the suspect with the same extreme speed and the same route. During persuit, there is no difference between suspect and police as long as police are following the suspect, I hope you understand my point of view.
D-How many cars are destroyed during a chase. Most suspects car is destroyed that usually belonged to his father, mother or somebody else. Public cars are destroyed. Police cars are damaged or destroyed.
E-How much fuel is consumed when the suspect is followed by a lot of police cars and two or more helicopters.
F-It is a foolish operation when multiple police cars start violating traffic rules and are wasting a lot of public money to get little results.
G-Sometimes, the suspect is injured or killed by accident or by police. Even police officers are injured or killed in accidents or by suspect in this operation.
H-A lot of public money, manpower, and time is wasted in such dangerous operations.
I-Police persuit is not justified if we analyze the outcome of such dangerous operations.
J-I have one suggestion that can reduce 50 % pesuit. When the police stop a suspect, they should park their car in front of the suspects car and not behind the suspects car. In most cases, the suspect runs away when police officers are out of their car and walk towards the suspect for checking. At this stage, they run away, expecting a time delay in police action.
K-Secondly, I would suggest
Grab the culprit without chasing. Do not run after the culprit. Try to arrest in a stationary position. If driving with high speed, let him go. Just note his car number.
L-These dangerous operations must be stopped immediately in the interest of public life and property, please.
What’s with the drivers, seems like they don’t try to pull over or stop to get out of the way. 😮
Hey Scooper - Just curious, why do you think the PD didn't stop traffic in the northbound lane(s) towards the end of one of the longer bridges that has a center divider wall, so that all northbound citizen traffic would be stopped, effectively creating a road block? Easy to do and preventing a head-on or pedestrian crash.
@51hankyspanky7 that's a good question - maybe it has something to do with the road-blocking policy.
I have noticed that police do not do road blocks anymore. This chase could have stopped easily by blocking just one bridge, the loss of a couple cars would be better than the running over pedestrians running along side the road.
So let just say IDK. However, at face value road blocks worked when Americans as a whole didn't want to die and take someone with them. These days it would seem to me that has changed. Especially in this case given her insanity plea. The Sargent in charge made the right choice to not give Courtney the opportunity to directly target cop cars blocking the road and the officers that would be there. Feral humans are the most dangerous creatures on this planet let's not forget that.
@@sco0per I can answer that question.
Police roadblock is no longer allowed due to litigation by the registered owner’s insurance. If a speeding vehicle fails to stop and police vehicles lined up as a roadblock and that vehicle hits the roadblock, then it's the police department at fault for allowing the accident to happen. Police departments have to pay the driver their medical expenses if that person received a critical injury, plus a massive lawsuit to reap hundreds of thousands of dollars to be paid to the driver from the police department. In addition, it is unsafe for everyone because one of them, including the speeding driver, can be killed if police erect a roadblock. It is not worth the litigation.
Plus, with the results of the roadblock, the court will easily dismiss the charges and allow the person to walk free. This will become moot so there is no need for a roadblock, which is why all police department institutes no roadblock policy to make sure everyone is safe and less liability on the police department.
@@pantherzone2008 I literally saw a trooper slow the traffic to make a roadblock under an overpass and the perp slowed in the clogged traffic and they grabbed him. Google something like "Trooper's brilliant move ends chase." ;
Amazing footage! This video highlights the risks officers face in high-speed pursuits.
Did they use spike strips at any point during this chase? With the narrow bridges connecting the keys, it should have been possible to block off traffic on one of the bridges ahead of him, then lay down some strips that he wouldn't have been able to avoid.
Yup the tires finally fell apart from running flat.
I wouldn’t want to piss off these guys
I think this is the fastest I ever crossed the 7 mile bridge
No police tanks? In Los Angeles, they'd have sent 250 police cars and an army of men with machine-guns.
There is one freaking road!
This channel has nothing but bangers
That Chevrolet SUV must have had the extra-horsepower engine option. I think it was faster than the police Dodge Chargers!
okay half way through this video and it seems to me that FHP are greedy and does not like help from the county cops because i live in Marathon and worked with the cops here and they could have blocked the north end of the 7 mile bridge and this would have been over really quick they started at around the 36 mile marker and now half way through are in Grassy Key, this should have never been able to get this far
That ne 6.2LChevy with the 10 speed got something for them dodges
Why run in the keys? There’s NOWHERE to go!
There goes your insurance rates
This has to be the ultimate stupid driver.
Rt. one is the only road in the keys.
And much of it has water on both sides.
No regard for life in this chase......😢😢😢.
AWESOME JOB OFFICERS TYVM STAY SAFE
Why do they continue a chase when there is a marathon going on at the side of the road? Unbelievable...
Because idiots like you would be the first one to jump on here and complain when that person keeps driving a 100 mph and slams into a bunch of marathon runners or a vehicle with innocent people in it. Then you're going to jump on here screaming why didn't they stop her??🙄
they were driving like an ass before police even started chasing
cancelling a pursuit doesnt automatically make the suspect drive like a normal person and follow traffic laws
you didn't notice they backed off and the idiot still drove like an ass...they should have ended the chase at the bridge at the beginning, thats the whole precept of having radios in cars .... radio ahead and have a cop at the end of the bridge with spike strips incompetence is why this chase went on so long.
she should never be able to drive again
I just hope that all charges aren't dropped, as seems to be the trend, these days.
Not in Florida.
Was this recorded back in the 80's? Because that would explain for the camera quality.
The sun was low on the horizon, so the camera had to deal with a bright sky and dark ground.
WOW I was there at Big Pine when they went by didnt know what was up
Excellent work as always Scoops
