With stylized characters, you can generally bend the rules or exaggerate features depending on what kind of look you want. I wanted this character to have a childlike, innocent look, so I put the eyebrow on top of the eye (exaggerated baby proportion). If you put the eyes more forward, it could create a more serious look. It's up to you! Realistically, from the side view, the eyebrows are more toward the forehead, as you said. How far forward you place them depends on the facial bone structure of the head (how old is this person, gender, ethnicity, do they have a flat face or strong or "high" brow bones). Imagine the skull from the side. The eyebrows are on the lower part of the forehead. The eyes are sunk "deeper" into the skull, so even though from the front the eyebrows are just above the eye, from the side, the eyebrows are more toward the forehead because they are on a "higher" plane (sorry, this is hard to explain in words for me! 😅). Try to find some side-view pictures of real adult heads versus babies and compare the location of the eyebrows. You will see a difference as a baby's forehead is flatter than e.g an adult male with strong brow bones. Hope this helps!
