Since both the reagents are strongly oxidising reagents, we may use any. However, we usually discuss dichromate with dilute acid in case of oxidation of primary alcohol as it oxidises the group in a 2 step process first converting it into aldehyde and then a carboxylic acid whereas KMnO4- would directly oxidise the primary alcohol to its corresponding carboxylic acid.
