IF,it's a rental. It's a professional courtesy to let the renter know you will be entering the property or will be on the property working so there are no incidents. It's possible he could damage personal property in intentionally and if nobody knew he was there that could be a problem. Maybe she's changing and her back window is open. He should have notified her but isn't required to. And if she's a renter she should know if her AC is broken or not. I'm sure they have contacted the property manager which is why someone in uniform is in the Backyard tinkering with the AC unit.
