City 17 is in Bulgaria, the North pole is in Antartica. That's 5263.23 kilometers away. They were most likely heading to the nearest Combine occupied city
@@large-turkey its only 1000 KM away, the arctic and antarctic are on opposite sides of the world your point still stands though, a march like that is much too slow to cover a distance that large also, city 17 was never specified to be in bulgaria, just in eastern europe i'd assume it most likely being in estonia, latvia or lithuania
Kinda weird how we didn't see soldiers and gunships during the White Forest battle, hell it was the combines last fight to keep the portal open and they only send like 15 striders
Another comment came up with a theory. They said that the majority of the soldiers may have been ordered to (or attempting to find a way to) reach the borealis asap. Alyx & Gordon may not have been as big of a priority at that point. I think this theory is plausible
Fun fact: The final battle originally *did* feature Combine soldiers as well. Valve ended up removing them because playtesting revealed they were too distracting: players couldn't prioritize and engage the Striders properly when being spammed both by Hunter packs and several squads of soldiers at once. In-universe, their lack of presence can be explained away by two means: we either defeated the Combine soldiers re-routed to White Forest when they attacked the facility (before the Strider battle), or they attack from another direction during the Strider battle (which would also explain what the majority of the resistance garrison left behind are doing while we fight Striders).
Freeman would need a new suit if someone from that army just looked left over the bridge.

I’m late to respond but like the other guy said before you fight the striders there are combine soldiers that raid the compound.
