What would happen if you got a 20% discount off the cost to pay?

How could you calculate house edge for roulette where lets say the slot for the ball to land in was slightly larger for some numbers and slightly smaller for others, making it a little more likely it would land in a larger slot and less likely it landed in another..lets shrink the roulette wheel down to 9 numbers...so instead of it being an equal % that it lands in number 1 as it would 9, let's say you've calculated the odds correctly based upon the size of the slots and instead of each slot having 11.11% chance of the ball landing in it, the breakdown is as follows 1=20%, 2=18%, 3=16%, 4=10%, 5=9%, 6= 8%, 7 = 8%, 8 = 7%, 9 = 4% ...what would the payout need to be to put the house edge in a reasonable spot 2:1, 3:1 or 4:1?
