    For the curious: "Qualifying residents must either have lived in or been a direct descendant of a Black person who lived in Evanston between 1919 to 1969, or that person’s direct descendant, who suffered discrimination in housing because of city ordinances, policies or practices. Also, residents who also experienced discrimination due to the city’s policies or practices after 1969 can qualify."

      @@ryuhadouken1404 No, Ryu. Unlike gender, race is entirely a socially constructed concept. The differing treatment that people of various races receive does not reflect any actual differences in psychology or physiology. For that reason, identifying "trans-race" is not scientifically valid or even logically coherent.

      @@sharzekel4852 Reparation's are paid to victims. There are no Native American victims alive today. Also, just the concept is dumb. Native Americans are US citizens. When the land was taken, they were not. They were a foreign adversary. Why would the US compensate it's own citizens for land that was won through conquest, making said people US citizens.

    Let's just emphasize this point, though. This is a _step in the right direction;_ not a _total solution._ Obama was President for eight years and we _still_ had statues of Confederate soldiers in southern parks and the Capitol, none of which were built while the Confederacy existed. We _still_ had military bases named after Confederate generals, none of which were built while the Confederacy existed. As long as the occasional black man or woman _achieving_ remains the _exception,_ this nation's problems with racism are not solved.

      Does it really matte who they’re named after? Nobody except the ones trying to find a way to be offended remembers their names anyway, unless you are in some middle school history class. Also mind telling me how the people of today are responsible for what happened? Oh or how rhey are going to differentiate a black tax payer and a white taxpayer’s money to find out which one is going towards giving black people free money based off of their skin color. If you really see modern day race issues within the us, then how do you plan to solve that with more racism?

      Unless they were alive back then, they can't be, but that's not the point. It's about repairing the damage that was done. Think about it like this:
      70 years ago someone stole a black man's bicycle and gave it to your white grandfather who then gave it to you. Therefore, the black man could not give their bicycle to their grandchild. Now we use some tax money to get a bicycle for the black grandchild, because they deserve a replacement for the stolen bicycle.

      @@Benjamin7341 That is exactly the point. You know the thing called common sense? It’s the person that is responsible for the damages that is also responsible for fixing the issue. The money people own today is not the same as it was back then, everyone is just trying to get through day by day. Besides reperations themselves makes no sense, are black taxpayers paying for their own reparations? What if your heritage is mixed? And besides as i’ve already said those that are alive today are not the same as back then, they go to work, provide for their families, and pay taxes like everyone else. But I guess to you, you think they should just give money to black people just because their black. Everyone is responsible for their own lives in 2021 America, the millennial and generation z weren’t even born when racist laws and policies such as red linning and Jim crow we’re outlawed.

      @@iferan4166 Listen. Reparations are not paid to black people because they are black. In fact, only being black does not suffice to get reparations. I'm going to quote another comment for this:

      Regarding your argument that only the white people from back then are responsible and therefore only they owe reparations: Debt is inherited.
      Regarding your question whether a black tax payer would pay for their own reparations: Given that black people are a minority and earn less money on average, they'll probably pay less than 10% of their own reperations. It's not perfect, but it's a big step in the right direction.

    Also, to Trevor's point, Evanston wasn't responsible for slavery, so that's not what they're giving reparations for, either. It's for discriminatory housing policies, as Trevor Noah said.

    It's a really smart way to do it. $25K goes a long way towards a down payment on a house, and the money stays in the city -- which might not be guaranteed if it were spent on a Honda Accord.

    It’d be helpful to improve infrastructure in black communities too. Because you can build a nice house but if you can’t get to your job easily or have accessible utilities, this means nothing. It’s a half step measure but I guess it’s going in the right direction

      It’s not, black people have already been receiving reparations for decades. They were sold welfare by Democrats since the 70’s in the name of reparations and it destroyed the black lower/middle class community. Just giving poor people money has been proven not to work and it makes them dependent on the government and does not incentivize marriage, work, or personal responsibility.

    The Evanston thing is in response to banks and real estate “redlining” black people into less than ideal neighborhoods (aka, away from the white bankers and real estate people) over a 50 year period, so somehow that translated into money for mortgage assistance.

      White families were given mortgage assistance and zero-interest loans by the FHA that black families were systemically denied during the red-lining days, so this actually is somewhat commensurate.

    Actually i dont think giving them money to spend on their own will help much. Bill Maher just discussed it on his show. He and many others agree that it makes more sense to make a real investment in black schools etc. to really help them and future generations.

    Y’all gotta understand a couple things about Evanston that play into them giving reparations
    1. Its extremely wealthy. A lot of the crazy rich in Illinois life in Evanston
    2. It’s extremely liberal. It’s a college city (Northwestern) and people that are old money rich tend to be liberal
    3. 18% of Evanston is Black
    Evanston has the black voters + the money + the lack of opposition to make this happen. Evanston is not your typical suburb. People shouldn’t be overly optimistic about every city giving reparations just because Evanston did. No Chicagoan is surprised that Evanston would be the first.

    What about reparations for the descendants of slaves that weren't black? Like the Asian slaves? Black people weren't the only ones enslaved in the United States

      If we can't focus on one group at a time we will get no where. Strategy is important to lay out first for one group to provide a guidelines for the next. That's one reason we can't get anywhere every time we try someone comes and throws a curve ball by bringing up someone else. Try solving a problem while someone is sticking u with a stick Constantly u get distracted and nothing accomplished smh

    Talking about John Evans, one of the founders of Evanston; Abraham Lincoln approved the order to shoot any Native American on sight, Lincoln also supported the eradication of them on what's now present day U.S. West Coast, expected he was like that, given he also wanted to relocate the freed slaves outside of U.S. territory (that without counting that Civil War also happened for more reasons than slavery), given those orders, Evans as governor decorated Colonel John Chivington for one of the most coward events, the Sand Creek Massacre, which took place on a peaceful encampment, they waited until the men went to hunt and they just proceeded with that, not only women and children died in that massacre, also unarmed men who stayed there, while the rest went to hunt.
    Evans reaction to this was trying to cover-up the incident, he was found guilty and was forced to resign, meanwhile, Chivington was also found guilty and he was declared a War criminal, he resigned before any of that, and since there was an amnesty signed for army members after the Civil War, he got pardoned of what he did. Since most things don't have only 2 well defined shades, this coward act helped to stop the idea to be on war with every other Native American peoples, yet that didn't stop them of we already know, taking lands, relocated them, sending them to internment camps, forcing them to do what U.S. government wanted and so on.

    For the record, calling John Evans a "huge racist" is akin to calling Abraham Lincoln, Evans' close friend and fellow abolitionist, a "huge racist". I mean, yeah, he was probably somewhat racist, like literally everybody in his time, but compared to the majority of U.S. citizens in the 1800s, he was downright progressive.

    Can Mexicans get reparations for having their land stolen from them?
    I mean literal land like ranches and farms were taken from them throughout the entire SouthWest and West?
    Remember we had Mexicans and Spaniards living in Washington state too and they lost everything when the US made them citizens.
    So can they or is it not part of the narrative?

      Organize. Lobby for that. Force local politicians to consider it as a part of their platform. You see how difficult the government is making it for Black people to receive fair reparations? After how long? So I’d say expect some resistance. But there should be reparations for sure.

    Odd why you would call something one is entitled to "reparations" and not "compensatory damages" (which is what this is; redlining was effectively a way to cheat people out of their homes).
    In the context of world history, "reparations" usually meant "two arrogant nations clashed, lots of people died, and the loser has to foot the bill for both, regardless of their fault in it".
    Redlining, on the other hand, is a form of discrimination, which is unconstitutional, and thus entitles the people suffering from it to compensatory damages.

    I don't think it is a matter of letting people make their ow decisions, I think it is a matter of making sure the money goes into what it was granted for. It has nothing to do with skin color, just state resources and program's success.

      Yeah, overall it’s more effective to put more money into social services to help improve the overall quality of life instead of just handing out a bunch of money to people since there’s no guarantee that they’ll actually use that money to improve their life instead of splurging it on luxuries and thrills.

      You really believe that? To me if that's all it is, why not put it into a charity that fixes homes? Why label it as reparations? In the Evanston area, $400,000 is not much. Look up home values. That might assist one to two people. In my area it could help about four families. I am skeptical... so I am going to wait to see how this plays out.

    Alright it's a start but there could be more done. How about using the money not just for housing but putting more money into health care and education and businesses. There's alot they can do but credit where credit is due.

    I like the idea of earmarking taxes on legal grass sales for repairing some of the damage done by the racist policy of redlining. This practice prevented many in the minority community from building wealth through real estate ownership.

      Pretty sure this first rollout plan is for loans for property improvements for residents who bought property during the city's redlining period. The problem the local opposition has is that it is giving the money to the banks and not directly to the people - but they don't exactly have a problem with it as a housing assistance program, only that they are calling it "reparations", which they see as needing to go directly to the people and not filtered through banks. The argument is that it sets a bad precedent for what national reparations could look like. It will be interesting to see where it goes, this plan as of now is only allocating 400k of a 10M budget (not yet fully raised from cannabis taxes) to about a dozen qualifying black families. Lots of room to grow the program.

      Do both. So for example I'm currently long on BTC. I'm also long on a bunch of us stocks - especially ones that will likely benefit from the economy opening and even from inflation. So what is happening now is I'm like 10% down on some of my stocks, but I'm like 25% up on my crypto. So I'm 15% up. When bitcoin drops, maybe one of my stocks will start doing well and cover any losses

    Evanston was named after John Evans, who helped found Northwestern University, among other things.

    I believe he was at least partially responsible for the South Creek massacre. However, he was a friend of Abraham Lincoln, and did many great things, like helping fight cholera.
