Thing is, the emissions test is an extension of the MOT test, the majority of which is concerned about the structural integrity of your vehicle. So even if the emissions part was removed from the MOT test, it would still be required, to assure the vehicle is actually safe to drive on the road without falling to bits whilst being driven. But you definitely have a point where, if the vehicle passes the emissions test then it is not polluting anything which means the ULEZ is not necessary at all and IS in fact just a "cash grab".
The point is emissions are checked at MOT ,it's a universal UK standard, (atleast used to be) --- until all the acronyms made an appearance, CAZ LEZ, ULEZ, all make a mockery of that "universal UK standard" which isn't now "standard." It's deemed unworthy by the acronyms...........

Guilty until proven innocent, the trouble is it would cost too much to certify an old vehicle (even if you could find someone to test it).

Road Tax was abolished in 1937. Since then car owners have been paying Vehicle Excise Duty. Which goes into the Chancellors general taxation pot and can be spent on whatever the Treasury wishes to spend it on.

In order to charge motorists who live inside the ULEZ zone, They will have to put ULEZ signs in every street in London. If I come out of my house in central London I cannot see any ULEZ signs. No clear signage, no charge, no fine.

My mate has this problem a Honda civic 2014 model - pays ZERO road tax, and it has BETTER ratings for emissions than newer versions, yet..... because it's almost 9 years old he has to pay the ULEZ, its BONKERS.
ULEZ has NOTHING TO DO WITH EMISSION PARTICULATES.
If he can prove the emissions I.e nox level is less than that stated in the ulez rules he will be exempt. Other people have done it.

Motorists pay for road tax and MoT's, but it seems the gov are still not satisfied even with fuel taxation, VAT on repairing and servicing cars, Car insurance etc. If anyone thinks removing cars from the road is a good thing, then where will that income deficit be addressed...
