What are you talking about? She was a huge success in the UK and the rest of Europe in the 70s and really has been ever since. Wuthering Heights was her debut single and it was literally a no. 1 hit. All but one of her albums reached the UK Top 5 (at least one entered at no.1), and the only one that didn't still made the Top 10. And that's despite the fact that she only went on a single tour and then decided to never tour again. Sure, she wasn't as well-known in the States back then (don't think it was a focus either though) but even so, she was still nominated for multiple Grammy Awards during the 80s and 90s.

The audience don't know what's going on, they clearly weren't used to this style of singing back then, most of them probably actually thought Kate will be a complete flop because she was so unique and out there.!
What did you expect them to do? Mosh? It's not the sort of music to dance to; more one that takes you on an inward journey. That Wuthering Heights was #1 and she was on Top of the Pops somewhat disproves your assertion that most of them thought she would be a complete flop. She released WH when she was 19 and, as she says at the start, she's 20 when she did this performance. She was already insanely successful. Serene, pristine and deranged, nobody should underestimate quite how shocking it was when the teenaged Bush emerged to the world with this haunting piano melodrama of her own creation. Casting herself as tragic heroine Cathy from Emily Bronte’s gothic romance, perhaps the reason so few pop songs are based on classic novels is that they’d have to live up to this.
When I first heard this song I thought this woman had lost her mind. Then after I heard it the tenth, or so, time I found myself getting into it. It's one of those songs that has to grow on you.

Some sort of bureaucratic bullshit involving the musician’s union is the reason the backing track is so weird. She wasn’t allowed to use her own backing track. Instead, the BBC orchestra did their own very rough approximation of the record. Judging from this, they possibly should have invested in a metronome for starters.
I was wondering why so much of the instrumentation I love was gone here! It’s the little things in the background that you end up missing when they’re taken out. It’s such a shame because Wuthering Heights even without Kate singing normally sounds so full but the orchestra here clearly couldn’t create the same kind of sound
