If, all the citizens of the state possess equal merit, or efficiency or qualification the people for various kinds of professions or works shall have to be selected through lottery. But a kind of dissatisfaction or rebellion will prevail among the citizens of the country. In a country where all possess equal merit, or efficiency or qualification and if there is a post of President in that country then all the citizens having the equal merit, efficiency or qualification will want to be selected to that post. But the citizens should be engaged in various professions or works whether they like or not regarding keeping the normal living intact of the citizens. So to dispel the attitude of mental dissatisfaction or rebellion of the citizens law should be made to ensure more financial, social and political facilities to the citizens who are engaged in works or professions requiring less mental labour and more physical labour than the citizens who are engaged in professions or works requiring more mental labour and less physical labour. Therefore we can conclude in view of the above discussion that “the country in which all citizens possess equal merit or efficiency or qualification in that country financial discrimination is lawful and the law to give more or less financial benefits must be acceptable but , in country where citizens do not have equal merit or efficiency or qualification in that country financial discrimination is unlawful and in that country the law to give equal financial benefits to allthe citizens of that country must be acceptable.”
