Blight and poverty aside, the homes could be very nice. Lots of historic and beautiful architecture that could really contribute to a nice neighborhood.
The whole city is one big victim of deindustrialization. Everything there looks like it was quite nice until maybe the 70s, after which time it started falling into disrepair.

The big trash piles are from businesses who dump their waste for free in the hood rather than paying Waste Management to take it. The city has provided little more than lip service to fight this problem.

Jobs that pay good, investment in the community centre needs money, police that interacts with the community. Beswick and Moss side in Manchester (UK) looked this, also of Wythenshawe look like this on a smaller scale. Without investment, you cannot get rid of the depression in the area. If you go to Clayton/Openshaw in east manchester etc you can feel the depression in the air, it drags you down, it saps your energy and it pulls you into darkness. Same with Ardwick etc, the only way is to get out of the area and that requires luck, education ( you need to get rid of the depression to do that). It all easy said and done but in the areas, once you are caught in the depressive net, it's damn hard to get out. Now with austerity communities are suffering again and again. If you go to the city centre of Manchester it is a mess with the homeless on the streets. Too many ill people are thrown out, with nowhere to go. So they beg on the streets and if they get enough money, it's drugs or drink they take; to remove themselves from the nightmare for a short time. Rinse and repeat. In the 1880s manchester, the city centre areas were far worst than this, it was hell on earth surrounded by the rich. People who say its the fleckless who caused it, are part of the problem.

I grew up in the north east suburbs. Far enough away from here to live a solid life, but 10/15 minutes south this is what it looks like. On New Years 2017 I was Ubering back from Temple university where I was at a friends apartment in north philly. My gf and I were picked up by a really nice dude that had grown up in the worst section of the city. As you continue to go north the houses and land gets nicer and cleaner again and I’ll never forget when he finally pulled up to my house. He told me we have a beautiful home and one day he wants to live in a house like that. He was in school and told us he wanted to be a doctor. I hope he is doing well. Philly is a tough place but it also has a beauty to it from the people and culture. We have been improving vastly since the 1980s and I hope to see that change continue. 💚

Granted, I have some bias towards the City of Brotherly Love. I was born and raised in Philadelphia, and have lived in North Philadelphia, West Mount Airy and Germantown. That said, I haven’t done a thorough analysis of individual ghetto neighborhoods in US inner cities, so I can’t rate them from worst to best. My main concern is how these places are perceived, i.e. as places that are beyond hope, broken, not worth salvaging. Legislation and tax initiatives, e.g. the Community Renewal Tax Relief Act, Empowerment Zones and Enterprise Zones, have had limited success, when comes to improving our country’s impoverished communities. The needed structural reforms, to solve the problems faced in these communities, will need to be far reaching and maybe too disruptive for some. I am talking about changes that would reverse (or lessen) growing social, wealth and income inequality.

There are neighborhoods just east of this neighborhood that are quite nice. Particularly a predominantly Polish/Puerto Rican section of the city called Port Richmond. It's right next door to one of the neighborhoods in this video and just 3 or 4 blocks away from the scene with the elevated train track. Everybody sweeps up on Saturdays. There are three beautiful churches there. It's right next door, but you'd think you're in a different world.

@Elliot Mallard the answer is not complicated actually. Democrats get elected usually on the basis of giving people staff. Government programs, welfare and other wonderful ways they promise to spend money for us. Now the result is inefficient spending and counterproductive incentives due to welfare and other social relief programs. All these programs sound good but the results are a disaster. Another reason is over regulation, staff like rent control, building control and all sorts of regulation in all areas possible. So the final result is that you have a part of the population becoming reliant on government handouts and are paid to remain as such, and those who want to be productive have it difficult because of the overregulation. Not to mention the school filled with union scumbags that have no interest in the kids they are teaching to and of course, vote democrat.

Jobs that pay good, investment in the community centre needs money, police that interacts with the community. Beswick and Moss side in Manchester (UK) looked this, also of Wythenshawe look like this on a smaller scale. Without investment, you cannot get rid of the depression in the area. If you go to Clayton/Openshaw in east manchester etc you can feel the depression in the air, it drags you down, it saps your energy and it pulls you into darkness. Same with Ardwick etc, the only way is to get out of the area and that requires luck, education ( you need to get rid of the depression to do that). I grew up in the north east suburbs. Far enough away from here to live a solid life, but 10/15 minutes south this is what it looks like. On New Years 2017 I was Ubering back from Temple university where I was at a friends apartment in north philly. My gf and I were picked up by a really nice dude that had grown up in the worst section of the city. As you continue to go north the houses and land gets nicer and cleaner again and I’ll never forget when he finally pulled up to my house. He told me we have a beautiful home and one day he wants to live in a house like that. He was in school and told us he wanted to be a doctor. I hope he is doing well. Philly is a tough place but it also has a beauty to it from the people and culture. We have been improving vastly since the 1980s and I hope to see that change continue. 💚

Granted, I have some bias towards the City of Brotherly Love. I was born and raised in Philadelphia, and have lived in North Philadelphia, West Mount Airy and Germantown. That said, I haven’t done a thorough analysis of individual ghetto neighborhoods in US inner cities, so I can’t rate them from worst to best. My main concern is how these places are perceived, i.e. as places that are beyond hope, broken, not worth salvaging. Legislation and tax initiatives, e.g. the Community Renewal Tax Relief Act, Empowerment Zones and Enterprise Zones, have had limited success, when comes to improving our country’s impoverished communities. The needed structural reforms, to solve the problems faced in these communities, will need to be far reaching and maybe too disruptive for some. I am talking about changes that would reverse (or lessen) growing social, wealth and income inequality.

There are neighborhoods just east of this neighborhood that are quite nice. Particularly a predominantly Polish/Puerto Rican section of the city called Port Richmond. It's right next door to one of the neighborhoods in this video and just 3 or 4 blocks away from the scene with the elevated train track. Everybody sweeps up on Saturdays. There are three beautiful churches there. It's right next door, but you'd think you're in a different world.

It's actually a really cool city, lots of history and there are some nice neighborhoods. They have good food there too. I live in NYC, used to date someone in Philadelphia, always had a good time, felt safe. All cities have some rough areas.

I lived right around there...right on the border of where things really take a turn for the worse on 25th and Poplar. Me and my 3 roommates each had rent for 375/month. But we would pay 275 most months because our landlord would always offer each of us $100 off if we payed up a week early. It is because high taxes and over regulations why businesses go to places where is more convenient to make business. Welfare, over regulation and high government spending is what created this. @Elliot Mallard the answer is not complicated actually. Democrats get elected usually on the basis of giving people staff. Government programs, welfare and other wonderful ways they promise to spend money for us. Now the result is inefficient spending and counterproductive incentives due to welfare and other social relief programs. All these programs sound good but the results are a disaster. Another reason is over regulation, staff like rent control, building control and all sorts of regulation in all areas possible. So the final result is that you have a part of the population becoming reliant on government handouts and are paid to remain as such, and those who want to be productive have it difficult because of the overregulation. Not to mention the school filled with union scumbags that have no interest in the kids they are teaching to and of course, vote democrat.

It feels so weird- as a person that’s lived in, works in and walks by the hoods in Philly- seeing people from all over the world call this the “slums” 😕 even though I hate they way it looks too, it just hit me how desensitized I am to it, this is pretty normal to me. These few blocks that are driven around in this video are few of many that lie outside of University City and Center City (where there is the gentrification and all that other good stuff that outsiders tend to associate with our city). It’s so depressing how you can drive down Walnut street from uni city and cross right over into these deplorable conditions in less than tree blocks...
