I was very lucky to find a bolt of beautiful royal blue quilting cotton at Michael's for $1.25 a yard, no kidding! I bought quite a bit of it. Michael's is not one of those places where you usually go to specifically look for quilting fabric, but on that day, I saved a bunch of money by simply checking out their clearance section.
If there are charity thrift stores near you there could be quite a bit of slightly-to-moderately distressed or damaged textiles (mostly clothing) you could get for low or no cost or in exchange for a few volunteer hours. I suggest calling ahead to schedule an appointment with the manager or director.

When I first started sewing/quilting I join a few Facebook groups and OMG the members sent me so much fabric I still have some 10 yrs later. Another good place is check to see if your city has a Free/No Buy group on Facebook where people are getting rid of stuff aka fabric or notions.
At our monthly guild meetings, members will bring fabric, patterns and other quilt items for the swap table. You would be surprised at the amount of fabric that is brought to give away.

There is a lot of fabric in an extra large men's shirt. I follow Cathy Martin of the Catbird Quilts, and she has a lot to say about it!
Most smaller towns only have one quilt guild. You can goggle quilt guilds in your area or call your local Chamber of Commerce to see if one exists. I think quilt guilds are great! They may even have quilt guilds online!
I belong to a small guild. The other members save their scraps for me. I cut them into 2.5 in strips and 5 in squares. Whatever is left goes into cat beds for my local no- kill shelter. I use the squares and strips for scrappy charity quilts.
Let "anyone" know you quilt. You don't even have to ask. Fabric will show up at your door FREE. The Cloth Fairy will bring you pounds and pounds of cloth. Mention "you just finished a quilt for relative X" at the bank, the groc, the hardware store, the church, estate sales.....
