Granted, I'm from a different part of Canada, but we see ribbon skirts enough here to know what they are. That teacher (or other onlookers, especially other teachers) likely knew what a ribbon skirt was and made the conscious choice to disrespect it. True. In Bavaria (or Germany in general) if a girl shows up at school or some formal event wearing a local costume ('Dirndl' in Bavaria) then this is seen as appropriate and it's appreciated.
Commenting on a child's clothes is pure nasty. The adult has no idea what sort of home life they have and what they can afford. As far as not recognizing a ribbon skirt, they were probably not originally from the area or maybe not originally from Canada. Not knowing about ribbon skirts is forgivable. Shaming a child is not. The community support was amazing.

Granted, I'm from a different part of Canada, but we see ribbon skirts enough here to know what they are. That teacher (or other onlookers, especially other teachers) likely knew what a ribbon skirt was and made the conscious choice to disrespect it. It's good to see that their comment was confronted by other adults, because we've all had an experience with teachers like that where we had no power to stand up for ourselves, and it hits different when it's regarding your identity.

I was born kind of a standard white guy but fortunately to great parents. As you mentioned wearing traditional clothes at events opens the door for others to ask, learn, grow, and become better, more-connected and well-rounded humans and world citizens. In my home, we learned that if you meet two people and one looks just like you: same clothes, turns-of-phrase, you could guess most of his personal biography and be accurate cause it’s the same as yours AND the other person appears to be from a foreign land, a different region, uses interesting words and language, wears clothing that you don’t have in your closet etc. then meet and get to know that person. (I mean, why you want to just experience the “same old” when you’ve an opportunity to expand and evolve?”)
My father would say “laughter and tears sound the same in any language. Basically, we humans really all want the same out of life: to have family and friends we love, to have work we feel satisfied in doing, to have shelter and food-our basic needs met and provide them for those we love, to have some joy and a chance to laugh, to be supported when we suffer losses and need a hand. True. In Bavaria (or Germany in general) if a girl shows up at school or some formal event wearing a local costume ('Dirndl' in Bavaria) then this is seen as appropriate and it's appreciated.
Commenting on a child's clothes is pure nasty. The adult has no idea what sort of home life they have and what they can afford. As far as not recognizing a ribbon skirt, they were probably not originally from the area or maybe not originally from Canada. Not knowing about ribbon skirts is forgivable. Shaming a child is not. The community support was amazing.
