if it is too hard for the tip of the balloon to remove from the crochet, you could cut the tip of the balloon off. I noticed it was sometimes hard for it to fit back through

Starch will harden but it's softer, and susceptible to damp, just like sugar stiffening. PVA is archival and waterproof once dried, and makes a harder object that holds up better for handling.
