I doubt that it was planned. Even humans don't plan things out as much as we would like to think. Both dolphins and humans do things by trial and error and eventually come to an specific solution. This inability to plan is what holds back human progress.

Imagine there is cannibals that think it is morally wrong to eat humans with a genius IQ level but anyone under that they have no problem killing them and eating them and they were being serious.
Imagine there is someone who eats apples who thinks it is morally wrong to eat oranges and they are being serious.
I am a meat eater I do not think it is morally wrong to eat ANY type of meat or to hunt it.The reality is that it is not necessary to eat all meat sources.
I eat chicken and turkey as 2 bird examples but it is not necessary for me to eat every type of bird for meat so I dont and have no desire to either.
Whatever your favorite animal you eat for meat it is not necessary for you to eat them because you can eat another just as I have never eaten dolphin before but it is not necessary I ever do.

Life originated in the water and continually evolves to switch between being on land and in the ocean. Like for instance dolphins originated in water adapted to the land then went back to the water, and who knows they may become land animals again one day.
