Yea i find it odd too. The dog is an excellent scout - in concert with artillery it gives you enough sight range to use your best arty without having to sacrifice health to spot enemies. Its ability to one shot infantry is also great (especially against harmless heroes like Lotus)... and finally - its amazing at harassing GLA workers.

It'll run easy don't know about no lag though the engine for Generals is rather "unstable"
