Changes for Version 3:
Lightning was added in construction yard
Cutscenes audios was fixed!
149 new pick-ups added in all maps
25 pick-ups fixed (they was too high in height terms! some cars like microblast have a easy time now!)
All weapons pick-ups Units got nerfed but they regen got buffed! (example: fire missile pick-up now grant you 3 units (before was 4), but now, the cooldown time to respawn a pick-up is 1 minute (before was 2 minutes cooldown!)
All AI can shoot all weapons now, but each one of them have unique inventory (with more preference in some weapons than others! 272 inventory changed including Create a cars).
Each AI have a unique behavior, some of them have unique tactics as well! is well described in the patch notes inside the mod
AI in general is more smarter and the game's difficulty got increased a little bit (they run for health pick-ups when they is almost dying and they shoots from more far away! 2 ai can focus you simultaneously in the earlier levels now!)
Pizza boy balanced! Special does more damage and regenerate a little more slower.
Some create a cars speed got buffed!
Autolob, Mirv and Rain 2 is categorized as a strong weapons now! they got buffed and are more scarcer now
Explosive barrels damage got buffed (500 to 1000)
Environmental damage (Yard and Carnival flames) got buffed!
All objects (walls, trailers, etc) got health buff!
Extra deathmatch maps have they inventory order standard fixed like the tournament maps
amongst PLENTY others from previous versions, there are also A LOT of individual balance changes that wont fit into a RUclips comment (they are included within the download found in description)

Looks like that bug came back, i wonder what could be causing this... also, this version you're playing is not the V3. is the 2.8! i changed the AI behavior on V3, i think you and Mr. Zombie will be great friends there! if you want i can analise your emulator and try to find what is causing this bugs

There's a code in TM4 to make power missiles more powerful (basically a 1 shot kill on anyone including the player), and another code to make it so the only pickup on the map is power missiles. It's honestly hilarious to play through the game like that.

No, the only way you can do something similar is with duckstation net play. It does have issues but you can do splitscreen at the very least.

Twisted metal 3 and 4 sucked. Wasnt even made by the same team. The team that developed 3 and 4 had no idea about Twisted metal and didnt even bother asking. 3/4 are non canon. Though out of both 3 is the worst one due to its controls but 4 aint far behind from it. 2, 1, Black and Head on are the only games that are good. 1,2 Head on being the canon games (Head on takes place after twisted metal 2) while Black being a different whole universe the lore and world around Black is flawlessly amazing. For you to say TM 4 is the best one. I dont think you're a tm fan im guessing lol
