I don't think you understand the term of "stalking" if that was true then all men on states would be imprisoned. That's not stalking and I don't think the police would even do anything to him cause he's not showing or practicing any predatory behaviour. Stalking would be not leaving her alone when you already approached her and they told you she wasn't interested or wanted to be left alone but you just keep following her and creeping on her.
