I usually use a private server for horse hunting, but public servers work just as well (tho a bit slower sometimes for finding horses)

I caught : appaloosa(ghost) paint (ghost) paint (ghost) quarter(gift ghost) appaloosa(gift ghost) and a mustang(graveyard+got from cauldron)
