True leaders always initiate. A true leader doesn't sit and wait for action, they initiate the action. Leaders are supposed to be models. Leaders are mentors. You have failed in your leadership if you do not have mentees (followers) who successfully learn from you and grow to be improved versions of you in your field of endeavor or specialty.

Rarely to many leaders allow people under them to take decision on themselves. May we allow people to make decisions and being honest and correct them well, give them recognition and praise
