I had the same problem and tried literally everything, Finally got it working after going to dota's game files and deleting the "bin" folder and after that verifying game files. Hope this helps :)

fck*ng steam... i am playing nonstop and the VAC suddenly shows up! the heck I am a solid dota 2 player... i am not that good nor that bad but I play with honesty and integrity and i spend too much money on this game... i don't wanna get my account f*cked up due to the stupid VAC...

needs clean install, including Steam. I uninstall steam and reinstall everything and it works.@@kurtgabarda3211
