The reason horns are typically more annoying than speakers is because horns uses piezo buzzers to generate the sound and piezo buzzers used in fire alarms are typically louder and higher pitched than speakers that are used in voice evacuation systems.
@@railgunsforlife8303 Some speakers are louder than most piezo buzzer horns as they're set on a very high volume like 120 dB where most piezo horns fall out at 90-100 dB to be heard over ambient noises in high noise environments where regular horns won't work for voice evac systems

This is how fire alarms should sound. They should not be loud and anoying sort of like the horns.
They still need to be loud to get your attention but in a better form
