Oh I feel where you are struggling with that lemon. It doesn't look very happy, and the leaves seem fairly small compared to our potted lemons (in hot dry Canberra, Australia). One thing I thought when I saw it was that it could well be hydrophobic. It's hard to get the plant into a tub of water to saturate it, but maybe a 5 minute watering every hour, during one day, to get it properly wetted out, might help it along. Best of luck!
