The guys with the baskets over their head are a Buddhist group called Komuso, if I remember right. They were mostly former warriors and samurai who had renounced their old titles, and the covering symbolized them abandoning/rejecting their prior identities and positions. Also in a LOT of stories set in the time frame they're actually spies for the government. Komuso were among the few groups given permission to wander the country freely without needing for special travel passes, and they already had disguises built in that made them unidentifiable. The classic manga Lone Wolf and Cub, for example, had agents of the Yagyu clan disguised as Komuso and constantly trying to kill the protagonist Ogami Itto.
