A friend of mine has received a letter from Lowell wanting payment for a debt that is not hers. She has given me proxy to speak to these people, as they will come to her home. She has reported this harassment of phone calls and texts. I have dealt with bailiffs before who tried to con me, but can you offer any further help and advice. There are three people who live in her home that are all disabled.

Newlyn bailiffs are a private third party company. No one has any obligation to deal with them. No need to pay bailiff fees as there is no contract with you and that third party.
Let them knock on your door dont answer they will eventualy hand the debt ba c k to the original owners.
Bailiffs can not force entry for a civil debt

They charge you just for visiting your home though (like 200-300 quid each time). My council tax debt has doubled to 5k because of them, and I haven't even interacted with them once
