That's a film of Wanda, yes. In the 90s and the 00s, Godspeed went through various projectionists that mostly used films shot by Efrim himself, some of them dating back to the very early 90s. This is different compared to the work of current projectionists Karl Lemieux and Philippe Léonard, who mostly use their own stuff but still include bits shot by Efrim in the 90s too.
