Hi Sally, this is an interesting question. There isn't a rule. However, generally, you try to put chords on the most important notes of the melody, on the downbeat and also when you have a note which lasts for a long time. At the end of the day, it is still the decision of the arranger. You can play a chord wherever you think it works better. I hope that helps and if you have any other questions, let me know.
