I made this video last November. Everything was open and working then, but not busy. I can't say how it will be in February. Sorry.

It’s pretty quite there from Jan till March most bars are shut but a few restaurants are open, weather can be hit or miss ,went to new years celebrations this year 500 thousand were in the old town and beach .
