Why would a sovereign government need to receive financing from a foreign entity in order to build its infrastructure? This is ridiculous. A sovereign government has the ability to create currency (even debt-free currency if they so choose) in order to fund infrastructure projects.
If you're an exporter, you're most welcome to sell your steel and cement to Sri Lanka for its worthless rupees. Better still, you can sell to Zimbabwe for its trillions and trillions of Zim dollars. LMAO 🤣🤣

Fundamentally it’s no different than anyone else’s currency. It only carries as much weight as it does because of the status of the United States in the world. Germany was able to institute it’s own debt-free currency after the Weimar Republic which not only stopped hyperinflation but also put the German people back to work and produced one of the strongest economies in the world in only 5 years. That is until the United States and Britain destroyed it and tried to sweep Nationalist economics into the dust bin of history. If you don’t believe me, listen to Warren Mosler describe Modern Monetary Theory (MMT). Any sovereign country who has a population willing and able to work and produce has the ability to do this.
