You have to understand the core of this issue. Its poverty leading to lack of money for private education to hone their skills, poor education in govt schools and colleges and lack of private job opportunities. Due to the poor standard of education there English is poor, which is the first requirement in pvt sector in India.

Youth there are not yet in a situation to lit trains on fire. Recently the jute industry launched a scheme where they would train you for 3 month without wage even if you don't know anything about jute and if you are suitable, they would employ you full time. There would be 1 lakh job in this scheme over next 5 year alone. And Mamata was suggesting bike loan at very low rate from State cooperative banks to be given to youth for them to enter the home delivery line and medical representative line. It's an excellent plan.

He has no plans for industrialization. There is nothing that you can possibly gain by preparing for government jobs if you don't end up cracking the exam.
The so-called knowledge that you people talk about may help you crack the exam but from an employment standpoint, it takes you nowhere. Just a waste of time and potential in my view.
Remember, there are 5.5 crore unemployed people and 3.7 active job seekers in this country. No govt can give away so many government jobs.
99% of the aspirants are destined to be doomed if they tread on this path.

I disagree with you , lalu yadavs tenure as bihar cm was marked with corruption and poor law and order which drove the few remaining private industries to move out of state for ex many sugar mills were closed down due to extortion and state governments interference in their functioning , the creation of jharkhand also lead to industries not investing in bihar because of lack of minerals in the state , the freight equalization policy from 1953 to 1992 also incentivized industries to move out of the state for ex tata group decided not to invest in bihar because of this policy , the naxal insurgency also stopped industrialisation in many districts of the state where naxals were present because the naxals extorted money from industrialists and hindered any infrastructure development and setting up of factories , nitish kumar is also partly responsible for this mess because his government introduced faulty industrial policies and could not stop the rampant cheating and paper leak in bihar . Bihars 50 percent of population is still multidimensionally poor after so many years of independence, most of the youth is migrating out of the state .

You can rarely find a vernacular language computer keyboard or website, however you will find youtube channels, websites, free and open source softwares, programming tutorials, university lectures and many more content in English.
My argument is that we can help India by skilling ourself with the help of these free resources, so that the government can spend its resource on other things. Therefore learning English is in fact helping India.

This is a failure of education system. No skill development courses and no proper roadmap. Its a sad situation.
Most students don’t understand that its not degree that gets them job or make them productive. Its their skill level that determines how far they will go. Most of these students have never been exposed to anything that will grow their skills to make them employable. They have nowhere to go now.

Tbh if you are joining as a fresher then basic knowledge on requirements are more than enough, as a HR that's all I can say.
Our company obviously doesn't take freshers, but do take interns & just the bare minimum is enough but obviously we look & emphasize more on communication skills as without communication no work gets done in any MNC
