I feel like a cool villain for this series would have hybrid of both genres a la judge doom, where he normally looks dark and intimidating when hes trying to act all serious and hide his emotions, but when he does let out his true feelings his starts to look more like a toon and it only makes him look more terrifying like a slasher villain
