Oh most definately.
The height is what determines speed. According to the games mechanics, once you get taller than 6'2", you slow down. That's the max height for 99 Speed in create-a-player.
Potential strength is based upon how much you weigh. When your weight is 270 or above, then you can have 99 strength.
