Two reasons. Firstly, I'm sure they're trying to save money with expensive character designs. Second and more importantly, YOU KNOW HOW MANY PEOPLE ARE BANES JOHN???? Exactly, they just have similar names and looks like people 😂
I mean I think people need to remember that the original story for transformers had the quintessons mass-producing protoforms so there's not a whole lot of variation in G1 lore but for transformers one we all know it was just to you know reuse models a little bit and to make it seem like Cybertron was more full.
the medical bay does seem somewhat built for cogless bots, the doorways are short and full transformers have to duck into them to fit, so it could make sense that ratchet has two jobs, both as a miner and a doctor

But for transformers, they should make sure multiple characters don’t share the same. It can be confusing and annoying to readers.

Actual answer: to save money and make it easier to animate This has been done multiple times For example in the bayformers. A lot of smaller charcaters have the traits of others and even assets. Like how onslaught has stuff from long haul
People seem to forget in the end that they're sentient transforming Robots so Of course your going to have a lot of Bots and Cons that look near identical to you
As an artist, I can say outside of lore reasons for similar characters, a lot of characters will look the same or just be recolored models is a technique called crowding. And its used for having a lot of similar species in one area, so it saves money on creating a bunch of unique models or designs for the artists to animate. Tons of shows do this and its a useful technique amongst the film industry, which is why if you hear about people hand drawing scenes where its full of people or characters, or every model in the crowd is unique, its a really awesome thing. Someone put a lot of work into making it a realistic and in-depth shot. Animation love🧡✨
The real world explanation is space. In animation depending where the setting is greatly depends on how many characters need to be present to fill in space so animators reused character assets in order to filled in that said space. These background characters are only going to appear one or twice and thats it.
Asset re-use is the reason for this, but it also goes much deeper. It goes back to the G1 toys, where Hasbro was trying to figure out how to squeeze as much money out of as little molds as possible so they wouldn't have to make new ones. That's why you get characters like Ironhide and Ratchet, or Sideswipe and Red Alert. They still do that to this day with all of their action figure lines.
Essentially; The bots without cogs have more basic designs, essentially looking like simple robots to serve similar purposes. Once they install the T-Cog a part of their spark influences how they appear and they transform to better represent that appearance
Also mirage, when the iacon 5000 started, you can see the list of racer, and one of them is mirage. But when orion goes back to iacon and punch darkwing you can see another cybertronion that looks identical to mirage’s G1 design
Seekers were all part of the same combat class. So they all had mirroring bodies and outlines. In some canons they were clones of starscream that were recolored for differentiation.
Even in humans there are people who named the same. There are also people who are totally not related that looks like each other. Why not in transformers too. I feel like a good way to explain it is that the cogless miners kind of just look alike because they have no way to differentiate themselves due to not having a cog
Bayformers: -Blackout & Grindor looking like each other as their choppers are almost the same. -A larger Bonecrusher fighting Ironhide compared to the one fighting Optimus. -The same Constructicons making up Devastator while also chasing Sam. -Overhaul's head being reused once or twice. -Nitro Zeus and Shockwave being cyclopses. Prime: -Skyquake being a green Dreadwing but with a different weapon. -Screamy and his jet allies, Skywarp & Thundercracker. And that's just the tip of the cybertronian iceberg.

he could be the same guy working 2 jobs, and for Chromia one is named, one kinda looks like her but with moonracer colors
To be fair animation errors and inconsistencies are also a G1 tradition.
Using the same models for different robots saves on time and money when making the movie. Ratchet is also a name fit for a doctor robot
It's called cold forging, it's possible that shells are rapidly manufactured and sparks cloned into them
Bayformers:
-Blackout & Grindor looking like each other as their choppers are almost the same.
-A larger Bonecrusher fighting Ironhide compared to the one fighting Optimus.
-The same Constructicons making up Devastator while also chasing Sam.
-Overhaul's head being reused once or twice.
-Nitro Zeus and Shockwave being cyclopses.
Prime:
-Skyquake being a green Dreadwing but with a different weapon.
-Screamy and his jet allies, Skywarp & Thundercracker.
And that's just the tip of the cybertronian iceberg.
Who can blame them having to make that many models for a few seconds.
Probably also for budgetary reasons. They can only make so many original models and have to reuse for just background characters. Plus it fits for the Transformers brand too.
Poor Moonracer can't catch a break. Let the girl have her spotlight for once, it's always Chromia snagging it.
OK look if you look in the background after jazz lose his leg you see ratchet like trying to repair him so it’s saying that right shit is a minor who is also classified as a medic for the minors and other transformers
I'm gonna start calling ratchet "right shit" from now on after that autocorrect fail 😂
But that’s prowl, not ratchet
There are to sideswipes in the Beginning of the video
In some scenes you can see that there are Starscream clones with orange+white and yellow+white colors.😂
