According to local news, the dump truck was contracted by UP to clear debris on the ROW south of the Fruitvale crossing. On the video here, there looks like a UP watch person assigned to the contractor. Obviously, couldn't get the dispatcher at UP Operations Control Center to hold trains in the area. When the gate arm drops, on average, a train will cross Fruitvale in about 20 seconds - the Amtrak and Capital trains run through here at about 50mph. Good video follow-up!

About three months ago I saw 58 in the Chicago yards doing its job not sure what happened to 73 though
