Axemen are such a weird unit. I feel like they deserve a buff, and it's weird that one of the Frank's unique techs is just +1 range to axemen, but Frank as a whole have been dominant so long that they don't dare buff any aspect of the civ.

I disagree, axeman + paladin is basically unstoppable, so you can't buff a unit, considering how strong paladin is

Axemen is their replacement for skirms/crossbow to deal with halbs because franks has shitty ranged units. It also not countered by any of the 3 trashes, so it isn't obvious how to deal with them especially if they are backing up bunch of Frankish Paladins

That's because we usually think of the unique unit as the civ's signature unit. In the franks' case, this unit is actually the paladin, and the throwing axemen are made to counter their main counter unit (the pikeline).
