What things need to draw this

How soft are these pastels?Mine don't blend out this easy no matter how lightly I add it to the paper and I end up with hard lines. Also when I start blending it rolls up on the paper. I've tried blending with my dry fingers, stumps and it takes the cotton off my q-tips every time.
