For easy access to bus(only public transportation in Jeju), it will be better to reserve an accommodation near Jejucity bus terminal. For seogwipo, near 'Olle Market' will be better. For more information, contact to TIC. They will give you more detailed information. (bit.ly/jejutic)
It differ from where you take on and off. Normally blue line doesn't exeed 2,000 won. If you take red line(express line), fee will start with 2,000won.

You can take suitcase to buses.
If it is hard to carry it to bus, you can ask bus driver to open trunk to put suitcase.
