The free update got leaked! Dataminers found Chi-Chi in an unfinished state. I wouldn’t be surprised if Chi-Chi was placed over Goku for placeholder purposes. She will likely be added in a free update along with other unfinished characters like Gohan black, btw Gohan Black does have unique interactions in the files.

Only if they use assets already in the game. Chi Chi, Gohan Black and Bojack Movie Teen Gohan all have files in the game already so you can use them without others having to download something
Its most likely someone has a modded game they used to make a custom battle which can be played for all battles regardless of mods they have or no or they found chi chi's character model in the game and used it because its not uncommon for characters that are eventual updates and dlc to be partially in the game before being officially in the game, similar has happened to the smash bros games and i believe Xenoverse 1
...this feels like a horrible no mod mod...too many things seems off for it...even if it's not a mod why the developers did it so horribly on purpose is sad
