I think his point was that peaker's advantage is a combination of slight difference in reaction time and the time it takes the server to update the location of the peaker. Also, the difference in human reaction times wouldn't be 200 to 300ms, but angle-holder's reaction time minus peaker's reaction time (for example, 300ms - 250ms + 50ms ping = 100ms peaker's advantage)
I actually wish more people just held in DM, the problem is when they hold you behind cover and swing when they hear you, making you lose peekers advantage.
