Honestly, there's a big difference between constructing sentences and just pronouncing stuff correctly. I took French for 4 years. Put a French text in front of me, and I would be able to read it out loud, mostly correct, but ask me to extract meaning from it? Nope, no can do.
same here mate have for 2years french now and I can read you all the french you want but saying what it means... maybe could say the most important things through throwing together words but that is only when you are lucky

I don't really remember how to say anything, but if words are put in front of me, I can read them pretty well, because i learned german for 2 years and i understand the pronounciation rules. if i hadn't, i would be trying to do it using english rules, and butchering it.
