You are misinterpreting "hard times and oppressiont". it gets you six regulars and two elites, it places a regular AND an Elite in Carthag and Arrakeen so eight total. Not sure if it increases its rank for you but it is slightly better.
It can be be super frustrating because you always feel bad if you don't maximize it, but being in a position to do so means you have left things really vulnerable.
