Have you actually tested the INT bonuses yourself? I did and it's worth to get 100 INT - the DPS is better than just going with DEX.

Yes, I tested them - I'd like to be proven wrong, but damage was identical with 99 INT vs. 100 INT.

I re-tested this case and the 100 INT perk now appears to function as of patch 4.0.1 however it ALSO seems to increase some other elemental damage as well: Explosive Shot DoT & Boltcaster's Bolt proc, but not Poison Shot's DoT.
